Business Assistance and Housing Services Department staff
are committed to working with you to meet your business needs.
The following describes some of the many services and programs
offered by the Morgan Hill Redevelopment Agency and the City
of Morgan Hill to help you.
About the Business Assistance and Housing
Services Department
The Business Assistance and Housing Services Department
is comprised of two divisions, Business Assistance and Housing
Services.
The Business Assistance Division conducts economic development
and redevelopment activities for the City and the Redevelopment
Agency. These activities include
- Conducting business attraction, expansion,
and retention activities
- Providing general business assistance
including the provision of economic, demographic, and general
information to persons and companies interested in locating
a business in Morgan Hill
- Acting as ombudsman for businesses in
their interactions with City departments
- Offering business startup counseling and
referrals
- Providing site selection and development
processing assistance to companies
- Administering the business assistance
programs
- Coordinating the Sister City program
- Administering the Redevelopment Agency
budget
- Preparing and updating the Redevelopment
Plan
- Managing the development of public facilities;
and
- Historic preservation
The Housing Services Division is responsible for creating
and preserving affordable housing in the community. This
Division administers the City's affordable housing programs
including the Below Market Rate Housing Program (BMR) for
renters and first-time homebuyers, the Minor Home Repair
Grant programs, and the Housing Rehabilitation Program.
The Division also works with non-profit agencies to develop
new affordable housing programs and projects. Finally, the
Housing Services Division manages the City's participation
in the Community Development Block Grant program (CDBG).

Business Ombudsman Services
Morgan Hill is committed to providing quality customer service.
If your needs are not being met, we want to hear from you.
In addition, we can act as mediators and help build consensus
if development processing disputes arise.
Site Selection Assistance
Are you looking for a new location for your business? We
can help you select an appropriate site for your business
expansion or relocation, provide preliminary fee estimates,
and assemble staff from other City departments to focus
on your project.
Development Assistance
We can provide technical assistance and work with staff
from other City departments to make sure that your project
moves through the development process as smoothly as possible.
Housing Assistance
We can help your employees find affordable housing. We have
housing programs for first time homeowners and renters as
well.
Economic Assistance Programs
Facade Improvement Program
Businesses located in the downtown, Monterey Road, Dunne
Avenue and Tennant Avenue corridors may be eligible for
rebates when they invest in improvements to their building
exterior.
Impact fee Financing Program
There are three programs to assist business owners ease the
potential impact of City development fees. The Sewer/Traffic
Fee Financing Program enables business owners to pay a
portion of their sewer and/or traffic impact fees, and
amortize the balance over up to five years at the prime
lending rate. Total deferred fees must exceed $10,000.The
Utility Undergrounding Fee Financing Program enables
business owners to pay a portion of their Utility
Undergrounding in-Lieu fees, and amortize the balance over
up to five years at the Local Agency Investment Fund (LAIF)
rate plus ½%. The Small Business Fee Deferral Program
offers loans between $3,000 and $10,000. This program allows
a 6-month deferral followed by installment payments for up
to 12-months at no interest charge.
Business Guidelines
The Redevelopment Agency has developed Business Assistance
Guidelines to provide a mechanism for evaluating financial
assistance requests on a case-by-case basis. The level and
terms of assistance offered, if any, is based on a "return
on investment" formula that considers such factors
as revenue and jobs generated, services provided, type of
industry and location. Please contact the Business Assistance
& Housing Services Department for a copy of the Business
Assistance Guidelines.
Commercial Rehabilitation Loan Program for Downtown Small Businesses
The Commercial Rehabilitation Loan Program offers assistance to small businesses
located within Morgan Hill's downtown (specifically within the Property Based
Improvement District) in the form of a low interest participatory loan.
The program is designed to assist property owners and tenants with funding to
rehabilitate existing commercial buildings thereby enabling new businesses to locate
and expand downtown and increase the vitality of the downtown area shopping district.
Additional goals of the program are to eliminate blight, provide desired services and
amenities to the community, and fill financing gap for small businesses.
