Ongoing Priorities
The City Council is committed to providing high quality and sustainable services to the entire Morgan Hill community. Fundamental to the City Council’s success are the ongoing priorities of enhancing public safety, protecting the environment, maintaining fiscal responsibility, and fostering an organizational culture that focuses on teamwork, employee recognition, and open communication.

2013 Priorities

For 2013, the City Council established six priorities to move the community and organization forward.

  • Support Youth
  • Stimulate Economic Development
  • Enhance Community Engagement and Diversity
  • Participate in Regional Issues
  • Improve Organizational Effectiveness and Transparency
  • Finance and Advocate for Infrastructure Improvements

2013 Focus Areas

In addition to the City Council’s priorities, five specific focus areas were recognized by the Council that require significant resources in 2013.

  • Hire a new City Attorney
  • Commence our General Plan Update, Morgan Hill 2035
  • Pursue revitalization of our downtown through implementation of the Downtown Specific Plan without redevelopment resources
  • Implement the Habitat Conservation Plan, agricultural policies, and other plans for the southeast quadrant
  • Wind down projects and programs of the former redevelopment agency in accordance with state directives and meet other challenges posed by potential new state mandates/takeaways


Supporting Youth

Goal

Create a safe and supportive community by providing opportunities for Morgan Hill’s youth to succeed and develop their full potential.


Strategy       

The City Council and City Manager will initiate a comprehensive, community-oriented youth agenda to actively promote a healthy, active, supportive, and safe environment for all of our youth. Areas of focus include, but are not limited to, advancing the 41 Development Assets, improving access to healthcare, transportation, employment, recreation services, library services, the arts, and healthy food, ensuring a positive Police presence in our schools, preventing and suppressing gang involvement, and promoting safe driving.


Stimulating Economic Development

Goal

Develop an economic development strategy that expands the City’s tax base and improves the quality of life of Morgan Hill’s residents.

 
Strategy

By April 2013, the City Council will receive an update on economic development activities, including potential strategies for strengthening or repurposing shopping centers, eliminating vacancies, creating jobs, and creating place-making opportunities that enhance downtown vitality.


Strategy


By April 2013, the City Council will receive a housing program report that outlines strategies to increase funding by leveraging local, regional, and state resources.


Enhancing Community Engagement

Goal

Foster an inclusive community environment that encourages broad based participation in public decision making, community building, and programs.


Strategy

The Council will explore opportunities to promote strong neighborhoods.

Strategy

The Council Chamber renovation project team will evaluate ways to improve communication with the community through the project’s design.


Goal


Strengthen community through greater awareness and appreciation of community diversity.


Strategy


The City Manager shall report on the cost to enhance communication by providing City information in Spanish. Areas to consider include, but are not limited to, the City's website, Recreation Activity Guide, Council Agendas, and Council meeting broadcasts.

Strategy

On a monthly basis, the Mayor will invite community organizations to a Council meeting in an effort to acknowledge their community contributions, recognize their good deeds, and celebrate our community diversity.

Strategy

The Mayor and City Council will request that advisory commissions pursue the production of an event celebrating community diversity and showcasing local talent.



Participating in Regional Issues

Goal

Actively participate in regional issues that impact the Morgan Hill community.


Strategy


City Council Members and employees who serve on regional committees will ensure that representation and leadership at all meetings is a priority.

Strategy

Prioritize where financial resources are invested and time is dedicated to ensure that Morgan Hill is properly represented in regional issues that have the most impact on the community.


Improving Organizational Effectiveness and Transparency

Goal

Optimize the effectiveness of the City Council’s advisory commissions.


Strategy


Prior to receipt of the City Council advisory commissions' 2013 Work Plans, the Mayor and a Council Member will convene an ad-hoc committee of the Planning Commission, Parks and Recreation Commission, and Library, Culture, and Arts Commission to review roles, responsibilities, and effectiveness.


Goal


Ensure that the City's contract processes for materials, services, and capital projects are transparent, clear, and structured so that the City receives the best value.



Strategy


The City Manager shall provide a report to the City Council on the City's various contract processes and recommend any necessary changes.


Financing and Advocating for Infrastructure Improvements

Goal

Provide a well maintained public infrastructure (streets, parks, utilities, and buildings).


Strategy


Prior to submitting the City Manager’s recommended FY 13-14 budget, the Council will receive the Safe and Sustainable Streets Study.

Strategy

The City Manager will assess the annual investment required to fully fund the replacement of park and building equipment.

Strategy

The annual operating and capital improvement budget shall inform the community of the consequences of underfunding public infrastructure.


Goal


Provide 100 year flood protection for the watershed of West Little Llagas Creek including Downtown Morgan Hill.


Strategy


Encourage Congress and the President to fulfill the federal promise made in 1964 to complete the Llagas flood protection project.

Strategy

The City will work with the Santa Clara Valley Water District and Army Corps of Engineers to expedite the acceptance of the Water District's contributed funds by the Army Corps for completion of the Limited Reevaluation Review.


Goal

Invest the park capital funds for new parks and trails to meet the recreational needs of our growing community.


Strategy

The City shall acquire land for sports fields in 2013.

Strategy

As part of the Fiscal Year 13-14 Capital Improvement Program budget, the City Manager will evaluate opportunities to invest additional resources into community trails and communicate any trade offs for investment in other capital projects.


Goal


Ensure that any potential impacts from the Anderson Dam retrofit project to the community are understood and mitigated.


Strategy


The City shall work with the Santa Clara Valley Water District to pursue design and construction options that meet the City’s needs and ensure the integrity of the project.
