The project proposal, Lillian Commons (also referred to as Juan Hernandez - MH Medical Properties), includes a request for a General Plan Amendment (GPA2019-0005), Zoning Amendment and Planned Development Master Plan (ZA2019-0016), and Tentative Parcel Map (SD2019-0007). Development of the site would include construction of the following: a 4,500 square foot urgent care facility; a 10,000 square foot medical building; a 100,000 square foot medical office/hospital with 55 beds; a three-story parking garage with 500 spaces; a 10,000 square foot commercial retail/restaurant building; and a maximum 200-unit multi-family residential development.
Public Hearing
On November 4, 2020, the City Council reviewed the Lillian Commons project including a medical campus including a hospital, medical offices, related commercial, and up to 150 units of housing.
After reviewing the applicant's request for a General Plan change from Commercial to Mixed-Use Flex and the creation of a Planned Development zoning district and associated Master Plan, the Council voted to approve the project incorporating the Planning Commission recommendations of limiting housing to only the northern portion of the site (parcel C) and requiring medical uses on the remainder of the site, and added a requirement to the ordinance to delay housing development on the northern portion of the site until progress towards a medical campus/hospital is achieved.

Project Location
The project site is located on a 19.67-acre site at the southeast corner of Juan Hernandez Drive and Barrett Avenue in Morgan Hill. Assessor’s Parcel Numbers: 817-09-041, 817-09-039, and 817-09-040.
Environmental Review
The City of Morgan Hill, as the Lead Agency, has prepared this Initial Study for the Lillian Commons/Morgan Hill Medical Campus Mixed Use Development project in compliance with the California Environmental Quality Act (CEQA), the CEQA Guidelines (California Code of Regulations §15000 et. seq.) and the regulations and policies of the City Morgan Hill, California.
This Initial Study evaluates the environmental impacts that might reasonably be anticipated to result from implementation of the proposed project. Publication of this Initial Study marks the beginning of a 30-day public review and comment period, June 30 through July 30, 2020. During this period, the Initial Study is available to local, state, and federal agencies and to interested organizations and individuals for review. Written comments concerning the environmental review contained in this Initial Study during the 30-day public review period should be sent to Adam Paszkowski, Principal Planner.
