Project Description  

A Preliminary Review application was filed under SR2019-0038: Cochrane - Morgan Hill Retail Ventures Center also referred to as Cochrane Commons Phase 2. This project has been updated and the applicant requested a second hearing. The project will amend the existing Planned Development combining district to revise and refine the uses allowed within the PD Combining District to reflect the Mixed-Use Flex General Plan designation and those uses that are supportive of retail and typical in the shopping centers of today’s post-recession economy. The amendment also proposes a third pylon sign within the shopping center and near Highway 101 and proposes changes to the existing master plan to reflect a new mix of building types rather than the approved big box retail buildings.

This notice is to advise the public the Morgan Hill Planning Commission will conduct a public hearing to receive input on the proposed item as stated above. The Planning Commission meeting will be held via Video Conference and is open to the public. All interested persons may participate and be heard by joining the public hearing to give input on the proposed changes.

A Preliminary Review is requested to receive preliminary input from the Planning Commission.  Input is not a recommendation for approval or denial of the project.  At this point in project review, any recommendation to the applicant is advisory only and shall not be binding on either the applicant or the City.

Background Information

Cochrane Commons was planned for 2 phases of development.  Phase 1 is the shopping center as envisioned today. Phase 2 was to include another 350,000 square feet of retail.  As the retail landscape has changed significantly, Browman Development, operators of the Cochrane Commons shopping center, are proposing changes to Phase 2 site plan of their project. 

Applicant has filed a Zoning Amendment application (ZA2019-0003) and Design Review Permit (SR2019-0038) with the City of Morgan Hill in December 2019.   Project went to Planning Commission on February 11, 2020 (html). Environmental Review scoping underway.
